Ruth Paterson Clements (76) passed away April 1, 2026, at home surrounded by the love of her family, leaving behind a legacy of dedication, leadership, and service.
Ruth is survived by her devoted husband of 55 years, Todd Clements; her daughter, Kimberly Clements, and grandchildren Christopher, Jamieson, and Ruthie; and her son, Todd Clements Jr. and his wife, Floria, of Palm Beach Gardens, Florida, along with granddaughters Cali and Saira. She is also survived by her brother- and sister-in-law, Craig and Carrie Clements of Washington, Georgia, and Scott Clements of California. She was a beloved sister to Art Paterson of Florida and Minnie Scrafford of Virginia, and was preceded in death by her brother, Robert Paterson.
Born in Dover, New Jersey, Ruth was the daughter of the late Dr. A.R. “Scotty” Paterson and the late “Betty” Paterson. She married Todd in August of 1970 while he was stationed at Fort Stewart. Together, they built a life in Palm Beach County, Florida, where they raised their family.
Ruth had a lifelong passion for horses and was deeply involved in the equestrian community, competing in hunter-jumper shows. Her drive and determination extended into her professional life, where she earned her law degree cum laude from the University of Miami in 1989.
Ruth built an exceptional career with the South Florida Water Management District, where she served in numerous leadership roles, including Deputy Director of Land, Director of Land, Chief Real Estate Specialist, and Section Leader. Over her distinguished career, she led a staff of more than 50, managed an annual budget exceeding $100 million, and played a critical role in land acquisition efforts for environmental restoration. Her work contributed to the acquisition of over 65,000 acres for the Comprehensive Everglades Restoration Project (CERP). Of all her accomplishments, she was most proud of spearheading the finalization of the Kissimmee River Restoration land acquisition, securing more than 102,000 acres, with less than one percent obtained through condemnation.
Ruth was widely respected for her expertise in real estate, land use, contract law, open government, and public records law. She regularly advised the District’s Governing Board and collaborated with local, state, and federal agencies, including the U.S. Army Corps of Engineers and the Department of the Interior.
In 2013, Ruth and Todd moved to Washington, Wilkes County, where they quickly became integral members of the community. Ruth served in numerous civic leadership roles, including President of the Women’s Club, President of the Kettle Creek Battlefield Association, and head of the Chamber of Commerce. She also led
the voter registration office and was active alongside Todd in the Memory Lane Cruisers Car Club. Together, they lovingly restored the historic 1862 Orr House, transforming it into a true showpiece.
Ruth will be deeply missed by all who knew her. Her strength, vision, and unwavering commitment to both her family and her community will continue to inspire future generations.
A remembrance service will be held privately with family at a later date. In lieu of flowers, donations may be made in her memory to the Wilkes County Ramp Ministry, P.O. Box 132, Washington, GA 30673.
